Thoughts for the lawyers out there

So at U Pinkasu we had an interesting conversation (how often can you honestly say that?) about open-source software and anti-competitive behaviour. Stop reading if your eyes are glazing over, I know at least one person will be interested, or rather eyes lit up at the mention of open-source ;).

Anway, to consider - if say a government dept tenders for new computers and they specify in the tender that they want microsoft as the operating system, is that anti-competitive because a company that only makes computers that run on say linux are excluded from tendering for the job? Any thoughts on this - email them through.
